   FILM NOTIFICATION        

The 8th National and 4th International Festival of Films on Ecology “EKOFILM‘2004”, with honorary patronage of the President of the Republic of Poland Mr. Aleksander Kwaśniewski, is a review of short films devoted to ecology, environmental protection, hazards and coexistence of human and nature.
Prizes and awards, including the Grand Prix, will be awarded in the competition for Polish and foreign films devoted to ecology. Additionally, the festival will provide an opportunity to organise meetings with authors of the best films.
The Festival will be accompanied by various events. The official opening of the Festival will coincide with art exhibitions and the announcement of results of the Photographic and Ecofilm Poster Competition. The Environmental Parliament Session will also be organised, as well as various quizzes, art competitions, and exhibitions.
During the previous festival, events organised at schools generated significant interest. These included “Developing a mock up of a detached house surrounded by greenery”, environmental workshop the “Environmental Product Fair”, “Environment Friendly Shopping”, “Bouquets of Recyclables”. Students of secondary schools were involved in spatial planning and teachers developed a programme “Rest from Noise”.
The agenda for this year’s Festival includes similar activities and events. However, the organisers would like to improve the active involvement of participants, including young people from Germany and Sweden.
“EKOFILM 2004” will also include meetings of NGOs dealing with environmental protection, workshops for journalists and writers. Additionally, the agenda will also include other events like performances, dancing and other music concerts, performance art, street theatres, just to mention a few. For participants organisers prepared cycling rally, sailing equipment and a bathing beach, hiking trips, and many other attractions.
“EKOFILM” has been organised for more than 10 years now. The festival evolved from a national review of films on environmental protection into an international film competition, which is regularly extended with new additional events, including exhibitions, seminars, workshops, and other. It is worth emphasising that in recent years the Festival has been attended by representatives of German cities co-operating with Nowogard: Heide, Gützkow, and Pasewalk.
During “EKOFILM 2004” a photographic competitions will be organised, entitled „Nature creates, man destroys”. It will be addressed to young people and adults living in the Pomerania Euroregion.
Our kind request to you is to promote and recommend the competition in the Polish and German parts of the Pomerania Euroregion (local press, schools, and culture establishments).
Attached you will find the rules of the competition. Distributing the rules of the competition to possibly the largest number of prospective participants will guarantee the success of the event. Once again we kindly request your assistance in promoting the competition.

RULES

The objective of the Festival is to provide a review of short films devoted ecology, environmental protection, hazards and coexistence of human and nature.

* Competitions are organised in the following categories of films: documentaries, cartoons, feature films, and other forms that are not longer than 35 minutes. In exceptional cases, films longer than 35 minutes (up to 50 minutes), with unique educating values, can be accepted after the recommendation of the Chairperson of Selection Committee and approval of the Director of Festival.
* The competition is open to films made after 30 March 2002.
* The Selection Committee will be responsible for selecting films to the competition.
* Films submitted shall be accompanied with relevant consents of their directors and producers.
* The evaluation of films by the Selection Committee shall take place by 15 April 2004.

SELECTION

• The Organiser will accept films on VHS and SVHS cassettes both PAL and SECAM.
• A precondition for accepting a film is to provide a carefully filled out registration form (print type).
• The registration form with all appendices and a video cassette shall be sent by 31 March 2004 to:

• In case a film is delivered after the deadline or its registration form is not filled out properly, the Organiser may reject the film.
• The cost of sending a video cassette and appendices shall be covered by a participant of the Festival.
• The cassette shall be returned only when a participant covers the postal cost (regular mail), by payment to the account of the Organiser:

COMPETITION

 Results of the selection procedure will be announced to participants 10 days before the Festival.
 Immediately after receiving a notice of acceptance, VHS video cassettes shall be replaced, if possible, with better quality SVHS cassettes. It is recommended to provide copies of films with subtitles in English.

MAILING, INSURANCE AND RETURN OF FILMS

 Cost of transport regarding cassettes sent for pre-selection and copies of films sent for the competition shall be borne by participants.
 35 mm and 16 mm, and BETACAM and SVHS (VHS) copies of films will be returned at the cost of the organiser within 2 weeks after the Festival to the address stated in the registration form. Information about any changes of the address shall be sent to the Organiser before the Festival.
 Films submitted are insured against damage, theft and civic liability for as long as they remain at the disposal of the Organiser.

AWARDS

All films accepted will be evaluated by a festival jury appointed by the Organiser. The functioning of the jury is defined in separate regulations.

 Additionally, the Jury may establish other awards and diplomas not specified in the rules of the festival, which will be presented by other institutions and legal persons, as well as distribute awards in other manner than specified in the rules.
 Evaluation of foreign films shall be made according to a separate procedure.
 The Organisers envisage the Award of the Audience.
 Decisions of the Jury are final and no appeal can be made.
 The announcement of the decision made by the Jury and the presentation of awards shall take place on the last day of the Festival.

FILM SHOWS

 Additional shows of films taking part in the competition during and after the Festival (within 10 days after the Festival) shall not take place more than 3 times.
 For advertising purposes, the Organiser can provide television stations with a special advertising film developed by the producer.

FINAL REMARKS

 The submission of a film to the 8th National and 4th International Festival of Films on Ecology shall be deemed as acceptance of conditions specified in the rules.
 Copies of video films shall remain in the archives of the Festival and can be used for non-commercial purposes, like promotion and education, without a written consent of their authors.
 All maters not regulated by the rules shall be decided by the Organiser, Director of Festival.

THE 8th NATIONAL and 4th INTERNATIONAL MACIEJ ŁUKOWSKI FESTIVAL OF FILMS on ECOLOGY
„EKOFILM® 2004” in Nowogard

 



This international competition is addressed to the youth and adults of Euroregion “Pomerania”, and its goal is to present the beauty of nature, encountered ecological hazards and measures taken with regard to environmental protection.

BODY OF REGULATIONS:
1. All photographing individuals from the territory of Euroregion “Pomerania” (Poland, Germany, Denmark etc,) may take part in the Competition.
Age groups: I/ under 16 years of age
II/ above 17 years of age
2. One Participant may send in up to 5 photographic Works to the Competition. A series shall be regarded as one work.
3. Works under the Competition shall be black & white or colour printed on photographic paper.
4. The size of photographs: not less than 13 cm x 18 cm, and not more than 30 cm x 40 cm.
5. The submitted Works shall not be returned.
6. Overleaf, every photograph shall include:
- an emblem containing 1 word and 3 Arabic digits,
- a title.
7. An application card containing the emblem and a list of the Works shall be attached to the Works submitted.
8. The Works submitted shall be accompanied by a sealed envelope marked with their author’s emblem and containing (inside) a personal questionnaire (as below):
- emblem,
- full name,
- date of birth,
- (postal) address and phone number,
- own signature.
9. Previously published and framed Works taking part in the contest „Ekofilm® 2002” shall not be accepted to the Competition.
10. Works shall be sent in till 20 March 2004 (post stamp is decisive) at the address:

with the remark „Międzynarodowy Konkurs Fotograficzny”
11. Postage costs shall be borne by the Participant. The Organiser shall not be responsible for possible damage to or loss of Works, while posted. Note: damaged Works shall not be accepted to the Competition.
12. The Organisers reserve themselves the right to free (i.e. without payment of author’s royalty) reproduction of Works in a catalogue, press, tv and other post-contest publications aimed at advertising of both the Photographic Competition and „EKOFILM”® Competition.
13. Works shall be assessed and qualified to the exhibition by a jury of professionals.
14. The ‘Prize-winners’, the Works distinguished and qualified to the exhibition shall be posted at a post-contest exhibition, during the Festival „EKOFILM® 2004” Nowogard (24-28.05.2004).
15. The Laureates of the Competition and Authors of Works qualified to the exhibition shall be notified hereof by a separate letter.
16. All Participants whose Works have been qualified to the exhibition shall receive certificates of participation.
17. The opening ceremony of the exhibition and the award of the prizes shall be held on 24 May 2004 – on the date the Festival „EKOFILM®’2004” shall be commenced.
18. THE PRIZES:
Financial or material prizes for the 1st, 2nd and 3rd place at each of the two age groups.
19. The Organisers reserve themselves the right to distribute the Prizes otherwise.
20. The verdict by the jury is irrevocable.
21. THE DATES:

- Exhibition opening and awarding the Prizes 24.05.2004
22. Sending Works in and filling the Participation Card shall be understood as acceptance of this body of regulations.
23. Final construing of this body of regulations shall be exercised by the Organiser of the Competition.
24. Travel costs for collecting the Prize shall be borne by the Participant.
